| 摘 要： | 国家助学贷款工作自实施以来,对缓解贫困生经济压力、保持高校稳定及促进社会和谐发展起到了非常重要的作用,但同时也暴露出一些制度上的缺陷,如学生诚信信息非对称性、银行贷款高风险性、高校低积极性、政府弱激励性等制度缺陷.针对这些缺陷,一方面应该继续完善"风险补偿金"制度,推进国家助学贷款证券化,建立"特别津贴"制度,以强化政府的主导作用,提高银行和高校的积极性;另一方面应该加强对大学生的诚信教育,建立大学生个人信用评估体系和国家助学贷款法律体系,从根本上保证国家助学贷款制度的可持续发展.

| Abstract: | The implementation of government subsidized education loan scheme has played a significant role in relieving the financial pressure of disadvantaged college students,maintaining the stability in college and promoting harmonious social development,however,some inadequacies in the loan scheme are found.The inadequacies include insecure information of students'credit,high risks for banks,low enthusiasm of college and weak encouragement of the government.It is held that risk compensation mechanism should be improved;securities-transforming should be introduced to the national education loaning,special subsidizing mechanism should be set up so as to strengthen the government's leading role and to improve the zeal of the banks and universities.It is suggested that integrity instruction for the students should be conducted,students'personal credit appraisal system should be established and laws relative to national education loans should be formulated to ensure the sustainable development of the government subsidized education loan scheme. |
