| 摘 要： | 图书馆永远是一种公益性文化教育机构。它是一种公共物品，靠全民税收由政府兴办。它是知识实体，但不可能变为经济实体，不能全面实行有偿服务。图书馆靠自己的知识劳务输出不能自我生存与发展。没有依附的属性，图书馆就失去了存在的基础，没有辅助的属性，图书馆就失去了存在的价值。

| Abstract: | A library is always a cultural and educational institution for the public good. It belongs in public properties, set up on state revenues by local government, and remains a knowledge entity rather than an economical one with all - round paid services. Moreover, a library cannot exist and develop with its knowledge service only. Without its attribute of dependence, a library will lose its basis, and, without its attribute of assistance, a library will get no value to exist. |
