| 摘 要： | 发展现代农业受到中央的高度重视。在我国农业基础整体较为薄弱的情况下，随着我国水利工程投资和融资方式的多元化，客观上要求必须用市场经济的手段来解决水利工程建设风险问题，为此必须综合运用多种管理手段有机结合的市场运作机制。

Therefore, market transaction behaviors operation system of combination through various management methods must be applied. |
