| 摘 要： | 改革和完善党的领导方式和执政方式，对于推进社会主义民主政治建设，具有全局性作用。这说明执政方式与政治文明有着内在的密切联系。党的执政方式的改革和完善是社会主义政治文明建设的必然要求。而我们党要在新的社会发展态势中建设政治文明，实现有效领导，就必须把改革和完善党的执政方式作为突破口。

| Abstract: | Whereas it is obvious that the improvement and reform of the Party's administrational modes will do good to the construction of the Socialist democracy in general, there is an internal relationship between the political civilization and the Party's administrational modes. On the basis of this, the writer of the paper argues that the reform and improvement of the Party's administrational modes are prerequisite for the construction of the Socialist political civilization. Likewise, the political civilization will rely on the constant reforms in order to maintain the efficient leadership of the Party. |
