| 摘 要： | 进入新世纪以来,温州专利授权量明显落后于杭州和宁波,差距不断拉大。因此,通过谋划区域专利战略追赶兄弟城市应当成为温州市人民政府有所作为的选项之一。地方政府在谋划区域专利战略时应遵从紧密结合城市定位和区域第二产业发展方向、扶持产业集群技术创新、完善人才强市战略和紧跟国家专利战略部署的原则。 |

| Abstract: | With the entry of the new century, the number of patents granted by Wenzhou has fallen greatly behind Hangzhou and Ningbo, which has resulted in a great gap. Hence, to catch up with other cities by working out the strategy of the regional patent should be one of the goals of Wenzhou municipal government. In working out the strategy of the regional patent, the local government should adhere to the principles of combining the orientation of the city and the developing trend of regional second industry, supporting the technological innovation of the industrial cluster, perfecting the strategy of a city with a great deal of talents and following the strategy of the national patent. |
