| 摘 要： | 农村社会管理从传统社会到转型期社会，其管理主体、性质和功能都发生了变化；农村基层管理体制改革后，村民自治使村级组织不再是政权组织，而是基层群众性自治组织。以霍山县落儿岭村为例分析得出，农村社会管理有两方面途径：一个是切实贯彻村民自治制度，强化农村正式组织即村党委和村委会的管理；另一个是发展农村社会组织，发挥农村社会组织即村民自治对农村社会管理的作用。一个强有力的农村正式组织需要从几个方面建立，即发展村级经济重塑农村正式组织的权威，村级社会管理需要精英治理，村级社会管理需要制度化。

| Abstract: | From the traditional society to transformational society, the administration subject, nature and function of rural social administration have undergone changes： after the reform of administration system, village organs are now populace self-administration organizations at the grass-root level instead of political organizations. Based on case study of Luoerling Village, it is proposed that there are two approaches of social administration at the level of village ： one is to carry out the system of villagers＇ self- governanee in a practical way and to enhance the administration of village Party committee and villagers committee; the other is to develop rural social organizations to strengthen villagers＇ self-administration. A formal rural organization, to be powerful and effective, should be built in the following aspects： to develop village economy in order to rebuild the authority of rural organizations, to establish elite administration, and to follow a systematic way of social administration at the village level. |
