| 摘 要： | 20世纪80年代初期至21世纪中期,中国和俄罗斯两国在经济、社会领域发生了重大变革.研究国家社会政策的演变是了解这场变革的出发点.中俄两国这一时期的社会政策在许多方面具有可比性,原因在于:中俄两国曾经具有相似的"国家指令计划性"管理体制;两国共同经历着从计划经济向市场经济的转型过程;共同面临着如何制定适宜的社会政策,使国家的社会发展与国家经济建设相结合的问题.显然.比较研究中俄两国社会政策不仅具有总结经验的史学价值,而且具有开拓未来的实践意义.
