| 摘 要： | 分析隐含在体育彩票发行中的国家体彩中心-地方体彩中心-个人或企业经营部门之间的双重委托代理关系,并基于这种隐含的双层委托代理模型揭示代理人为自己利益而损害国家利益的行为扭曲机理及其社会危害.从委托代理关系系中的激励相容原理研究视角,分析我国体育彩票发行中终极代理人行为扭曲的诱冈与现实条件,并在此基础上提出治理这种委托代理关系失灵的基本思路,即以选择性激励手段建立体彩经营者的机构或个人信誉制度,且签订一个长期的契约使其在关注短期促进彩票销量的同时也注重培育长期体育彩票市场的规范发展. |

| Abstract: | This paper analyzed the dual principal-agent relationships among these three stakeholders including station's sports lottery center, local sports lottery center and agency seller, and revealed the behavior distortion and its hazard. From the incentive compatibility theory, this paper explored the reason which leads to the behavior distortion of ultimate agent, and then expounds how to govern the distortion. The advices include establishing lottery agency seller's individual prestige system and signs a long-term contract between principal and agent for avoiding short-term behavior. Under the framework, the agent would pay proper attention to both short-term sales volume and long-term sports lottery market standard development. |
