| 摘 要： | 党的十六大报告把统筹城乡经济社会发展、加快城镇化进程作为解决新世纪“三农”问题的根本策略和途径。在统筹城乡经济社会发展和加快城镇化进程中,产生了“失地农民”问题。如何解决“失地农民”问题,是一项意义重大、政策性强的系统工程。推进城乡一体化发展是解决“失地农民”问题的根本策略。

| Abstract: | It was reported in the Sixteenth Congress of the Party that promoting the integration of urban and rural economic and social development and speeding up the urbanization are approaches to solving "Agriculture, Farmer and Rural area" problem. In the process of promoting the integration of urban and rural economic and social development and the urbanization, there appears the problem of "Farmers' Losing Their Land". This is a problem that is of great significance and is closely related to our policy. Promoting the integration of urban and rural areas is key to solving this problem. |
