| 摘 要： | 公共危机管理是现代政府的必要职能,政府组织结构的状况对公共危机管理中信息获取、内部资源整合和社会资源整合具有重要的影响。SARS危机管理,既暴露了我国政府组织结构的不足,也体现了我国政府的应变能力和适应能力。

| Abstract: | The present thesis discussed the necessity of the public crisis management, which is the responsibility of government in the 21st century and is the premises of the benign social movements. Meanwhile, the thesis analyzed how the state of the government constitution mechanism would influence the obtainment of information, the integration of internal resources, and the integration of social resources. In addition, the present thesis illustrated the mechanism of government constitution in SARS crisis as an example. |
