| 摘 要： | “企业家政府”理论强调注重效率 ,提出了一系列切中时弊的主张 ,在行政改革中产生了较大影响。借鉴这一理论 ,政府内部管理应强调“结果为本”而不是“规则为本”,公共服务应以调控引导为主而不是直接提供 ,社会事务应放给社会自我管理而不是政府包揽 ,发展模式上应注重长远发展而不是一时增长。

| Abstract: | The theory of entrepreneur's government emphasizes efficiency, which has put forward a series of opinions of hiring the current social maladies, and has exerted a relatively great influence during the administration reform. It draws lessons from this theory, government should emphasize that the result is as originally for the foundation instead of the rule to manage, the public service should rely mainly on adjusting, controlling and guiding instead of offering directly, the social affairs should be set off for the society to manage and take on instead of the government oneself, and attention should be paid to long-term development instead of increasing for the moment on the development model. |
