| 摘 要： | 政治协商制度是在中华大地上土生土长的民主制度，具有鲜明的、浓厚的中国特色。其特色主要表现在：一是民主之原创性，它以平等协商的方式创造了解决意见分歧的有效路径，以兼顾各方利益的机制创造了协调社会矛盾的合理办法，以广泛政治参与的渠道创造了行使人民权利的实现方式。二是协商之制度性，它是制度化的协商形式，是制度化的决策程序，是制度化的集中方法，是制度化的公民政治参与渠道。三是民意之广泛性，人民政协的组织构造、主要职能和工作特点，使政治协商制度成为广泛表达民意的民主机制。四是模式之适合性，政治协商制度具有协调政党诉求和界别诉求的制度化功能，是符合国情和适应现实的制度模式。进一步完善和发展政治协商制度是党领导人民走社会主义政治发展道路的主要任务。
