| 摘 要： | 自1999年起，中国高校实行扩招政策已经10余年。一直以来，高校扩招受到了社会各界的广泛关注，并一度成为热门话题。事实上，扩招以后，高校在各方面都受到了不同程度的影响，但是扩招绝不是高校教学质量下降的根本原因，二者之间完全可以建立良好的互动关系：一方面，高校招生规模的扩大，对学校办学质量提出了更高的要求，带来了学科建设的良好契机，师资力量成为首要内需，学科管理体系务必完善，加速了高校综合素质的提升；另一方面，提高教学质量，可以帮助高校扩招不再盲目，并为进一步扩招提供保障。
