| 摘 要： | “更少的统治，更多的治理”(Less Government，More Governance)是当前一些国家行政改革的目标。非政府公共组织(Non—Governmental Public Organization，NGPO)作为国家之外公共管理的新的角色广泛参与人类社会各领域的活动，尤其在治理中发挥着越来越大的作用，非政府公共组织在治理中的作用表现在政治、社会、公共管理等各个层面。
