| 摘 要： | 各级政府在高职教育中的角色和作为应当进行定位分工，而不能笼统。在具体管理上，地方主管部门的政府作为首先应当是保障服务者，其次才是数量控制与质量评估者，更重要的，应当更多地将自主经营权交给高职院校，抓大放小，使高职院校走向竞争，从而淡化政府输血者的作为，使高职院校成为自我造血者。
