| 摘 要： | 昆明市产业发展经历了三个阶段：三线建设、结构调整和西部大开发。目前，包括昆明在内的西部地区已经进入资源快速消耗的准衰竭期，同时产业结构趋同成为了该地区产业发展中最显著的特征，阻碍着地区城镇的发展和质量。昆明市应着力于生态文明理念，建立一种基于生存与发展、经济与环境和谐统一的产业发展战略，即控制目标体系构建战略、优化效能体系实施战略、社会公众与国际交流互动战略和理念创新务实调整战略。
