| 摘 要： | 在当今世界各国科学研究发展的进程中，高校科研正扮演着越来越重要的角色。本文从中、美两国中央一级政府部门的角度出发，通过比较两国在高校科研经费的投入及管理方式上的异同，为我国高校科研经费管理工作的改进提供了借鉴，如：在经费的分配上进一步强化“公平竞争”的意识，提高科研项目管理和经费使用的效率，尤其是要大力加强对高校的科研经费投入，充分发挥大学在科研中的作用，使大学成为国家基础科学研究的主要阵地。

| Abstract: | The scientific research in higher educational institute (SRHEI) is playing a role that become more and more important in the progress of the science all over the world. The paper provides a reference for the cost control in the SRHEI of China. Our approach is to compare the input mode and management of the scientific research funds of the central government departments of USA and China. The findings which are very helpful to China include the "fair-play" spirit on the distribution of research funds, the efficiency of research project management and use of funds; especially, the inspiration for the higher educational institutes to work fully on the scientific research with plenty of research funds, which makes them to be the base of fundamental scientific research of our nation. |
