| 摘 要： | 十七大报告首次明确把文化作为国家软实力提出来,并向全党发出了推动社会主义文化大发展大繁荣的号召。强调要弘扬中华文化,建设中华民族共有的精神家园。就甘肃河西地区新农村建设及新农村文化建设的地域特点、运行机制、主体动力、主体参与程度、主体认知程度、经济保障、法制保障、安全保障、农民参与的动机以及社会效应等方面来探讨新农村文化建设的对策。

| Abstract: | The report of the 17th National Congress of the Communist Party of China had,for the first time,pointed out that culture is part of a state’s soft power and called to the whole party members for a rapid development of socialist culture.The report puts an emphasis on the construction of the common spiritual home for all Chinese by developing traditional Chinese culture.This paper,therefore,discusses and proposes some strategic solutions with regard to the New Rural Culture Construction in Hexi area,Gansu province.The paper covers the following subjects： the geographic features of this area,the operating mechanism,motivation and participation of the partners and stakeholders,level of local people’s recognition,preconditions in terms of economic environment,rules of law and security,as well as the social impact of the cultural construction program. |
