摘    要:在剖析初始排污权交互式分配机制基础上,基于流域内不同行政区域之间(即第一层次)、以及区域内不同行业之间(即第二层次)的交互协商原则,构建双层诊断优化模型,在严格控制流域允许最大排污权总量的基础上,建立流域经济社会综合效益优化函数与诊断准则,将流域初始排污权在第一层次、第二层次之间进行交互式分配,对流域内不同区域不同行业的排污量进行削减,兼顾不同区域不同行业之间排污权分配的公平性与效率性,优化流域内各区域以及流域整体的经济效益。结合案例验证了方法的可行性与可操作性。

Abstract:This paper analyzes the interactive allocation system of initial water pollutant emissions right.The bi-level diagnosis and optimal model was developed,based on the principles of interactive negotiation and coordinated and sustainable development of different regions and industries within a basin.With the precondition of strictly controlling maximum water pollutant emissions rights,the optimal function of soc-economy comprehensive benefits and diagnosis principle were given between the first and the second levels of the hierarchy in order to allocate initial water pollutant emissions rights interactively.Curtailing different regions' and industries' water pollutant emissions right,and considering the fairness and effectiveness of different regions' and industries' water pollutant emissions right allocation,and optimizing economic benefits in basin among regions.The case verifies the viability of the model.
