摘    要:教育和培训制度包含许多利益相关者,比如政府、企业和个人等.随着英国技能政策的变迁,这些利益相关者的关系也表现出了不同的形态.英国的经验表明,过分强调某些因素而忽视其他因素会对技能政策造成消极的影响,而只有依靠利益相关者之间的有效合作,才能使技能供求趋于均衡状态.

Abstract:The education and training system consist of many stakeholders such as governments, firms, institutions and the individuals.
