| 摘 要： | 本文根据美英两国“科学外交”的理论研究和实践经验，分析了他们开展“科学外交”的目的和意义．提出了推进我国“科学外交”工作的思考和建议：应向国际共同关注的领域倾斜、积极引进国外技术、提高科技软实力形象、政府搭桥为中小企业寻求科技合作计划、深入关注国际合作中的知识产权问题等。

| Abstract: | According to the theoretical research and practical experience of the U.S. and British ＂scientific diplomacy＂, this paper analyzes the purposes and meanings of ＂scientific diplomacy＂, and then it points out several recommendations to promote China＇s ＂scientific diplomacy＂. We should pay attention to the international scientific fields, quote foreign technology actively, improve the image of soft power of science and technology, the Government should seek scientific and technological cooperation programs for SMEs actively, and pay attention to intellectual property issues in international cooperation. |
