| 摘 要： | 有限政府理论是发端于西方国家的自由主义的政府职能理论。从广义上来说,有限政府是在市场、政府、社会逐渐分离,相互协作的过程中形成的。全文试图从政府权力的界定、运作和监督三个层面探讨构建一个与市场和社会相配套的有限政府。有限政府的建设就是政府权力必须从市场和社会生活领域逐渐撤出,培育自由竟争的市场经济和具有自管理功能的公民社会,进而实现一定的政治、经济、社会目标。

| Abstract: | The theory of 'limited government' is originated in the governmental function theory of liberalism in the western world.In broad sense,limited government is built up in the process of the abruption and cooperation of market,government and society.From the perspectives of boundary,operation and supervision of governmental powers,this article is to discuss the construction of a limited government matching market and society.The construction of limited government is the evacuation of governmental powers from market and society,the cultivation of free competition in market economy and self-administrative society,in order to attain political,economic and social achievements. |
