| 摘 要： | “十三五”时期我国公共图书馆发展成就突出,呈现出八大亮点:治理体系和治理能力现代化迈出了坚实的步伐;标准化促进均等化取得了突破;乡村公共文化服务体系建设跃上新台阶;社会化发展快速推进增强了发展动力;数字化、智能化建设有了重要突破;公共图书馆总分馆制走向普及深化;融合发展新实践带来发展新机遇、展现了服务新场景;公共文化示范区引领公共图书馆高质量发展。“十四五”时期公共图书馆高质量发展应围绕完善公共文化服务体系、提升公共文化服务水平这一核心任务,重点谋划、着力推进六项工作:全面落实基本公共文化服务标准制度,促进城乡一体发展;创新实施文化惠民工程;推进社会化发展,实现动力变革;扩大覆盖面,提高实效性;持续创新和提升数字服务能力;以新发展理念推动融合发展。

| Abstract: | During the 13th Five-Year Plan period,there are eight highlights in the great achievements made by Chinese public libraries:the solid progress toward the modernization of governance system and capacity;the breakthrough in equitable access to basic public services promoted by standardization;the new level of public cultural services system in rural areas;the rapid development of socialization,generating stronger dynamism for development;important breakthroughs in digitalization and intelligence;the popularity and development of central-branch system for public library;the new opportunities and new service scenarios created by integrated development;and the high-quality development driven by pilot demonstration area of public culture.During the 14th Five-Year Plan period,committing to improving the system and quality of public cultural service to seek high-quality development,public library should highlight and push ahead the following six tasks:fully implementing the standards for basic public cultural service and promoting the urban-rural integration;innovatively implementing cultural projects;advancing social development and achieving change in growth drivers;expanding coverage and improving effectiveness;continuously innovating and upgrading the capability of digital service;promoting the integrated development with the new development philosophy. |
