| 摘 要： | 政府与高校的关系是历次高等教育行政管理体制改革的最大缺陷,是影响改革效果的根本原因之一。本文从公共管理学视角出发,利用行政管理理论,以政府与高校行政管理关系为切入点,分别就我国高等教育行政管理中政府与高校行政管理关系的内涵、特征、形成、各自担负的角色及其问题等进行分析,希望通过分析能够为完善我国高等教育的行政管理体制起到参考作用。

| Abstract: | The relation between the Chinese government and its higher education has been the most drawback to all previous administrative reforms of higher education and the root cause for the reform inefficiency.From the angle of public management and the administrative theory,this paper mainly discusses the relation between the government and the administration of higher education,especially its connotative meaning,features,formation,and the roles played by both parties,to provide some reference for perfecting the administrative system of Chinese higher education. |
