摘    要:贵州省小学教师学历大专化过程中存在组织领导、教学培训和学员方面的问题,这些问题产生的原因主要来自于规划预测、组织实施、培训能力和学历基础等四个方面,在政策规划、运行机制、约束机制等方面的政策建议,尤其是基于专家决策的小学教师学历大专化的“顶层设计”和“需要与可能平衡”的决策理念,能为西部省区小学教师学历大专化有所借鉴。

Abstract:Some problems exist in organizing and leading, teaching and lear ners in process of the academic credentials of teachers in primary schools of Gu izhou province enhancing into college education. Such problems resulted from fou r aspects like lay-out and dope-out, organization and implementation, ability-training and academic-credentials foundation. The policy suggestion of policy lay-out, operation mechanism, restrictive mechanism and particularly the decis ion-making idea of 'top level lay-out' and 'balance between demand and possibi lity' by experts about the academic credentials of primary-school teachers into college credentials can be used for reference for the academic credentials of p rimary-school teachers in the West China into college credentials.
