| 摘 要： | 民国时期,宁波政府更多是带有城市政府的性质,加之其经费不足,这就导致了弱势政府一方面想举办些利于地方事业,但另一方面苦于经费的不足、地方利益集团的阻挠。本文试图以1930年的"罢屠风潮"为例。以此为切入点,来剖析当时的宁波政府与地方利益集团之间的关系。

| Abstract: | In the period of the Republic of China,Ningbo Government was more like a government that only governed the city proper.What was more,it was lack of administrative expenditure,which led to the shortage of funds that could be used in helping the local developments.The interference of the local interest groups was another factor;therefore,this paper analyzes the relationships of Ningbo Government and the local interest groups at that time by taking "the Slaughter Unrest" in 1930 as an example. |
