| 摘 要： | 在当代科学技术的快速发展及知识产权制度兴起的形势下，需要对传统的科技成果管理模式进行反思．通过政策创新和管理创新，实施“引逼工程”，建立有利于科技创新和知识产权管理的评价机制和激励机制，加强自主知识产权保护，探讨校企合作的新形式——战略联盟，实现学科链与产业链互动，并推动高校具有自主知识产权的科技成果向企业的转移．

| Abstract: | The traditional management pays no emphasis on the lawful effective protection for S&T achievements at universities.It is necessary to innovate a policy and management system for directing and stimulating the professors and researchers to work hard.It probes into the new cooperation mode called strategical union between universities and industries,and make discipline chains and industry chains come into close contact in order to make S&T achievements with their own intellectual property transfer from universities to enterprises. |
