| 摘 要： | 中国农民为经济发展和城市化贡献了大量资金、土地和廉价劳动力,但是其相对所得日益被侵蚀。城乡收入差距逐渐扩大,城乡割裂的二元结构不能让农民充分享受"国民待遇"。制度归因的探究结果显示:经济体制改革目标以及收入分配制度变迁的核心制度加剧农民"干多得少"窘境,农业治理结构落后、土地和劳动投入制度约束扭曲以及农民产出分享机制保障力量孱弱阻滞农民收入增长,低效率的制度结构让农民在"温饱陷阱"周围徘徊。"干多得少"的贡献分享机制挫伤了农民的积极性,其危害性溢出直接影响中国经济增长、产业结构优化以及城市化进程。矫正"干多得少"的制度缺失,在核心制度上让农民重新融于经济增长体系中,清除配套制度障碍,才能使农民平等分享中国发展成果。

| Abstract: | The peasants in China contribute a great deal of capital,land and cheap labor to the Chinese economic development and urbanization.However,their relative income is eroded on the increase.On the one hand,the urban and rural income gap expands constantly;and on the other hand,the fragmented dual structure does not allow for the peasants to enjoy fully a fair "citizenship treatment".According to the research on the institutional reason at the core institutional level,the target of the reform of the economic system and the change of distribution institution widens the gap between peasants' contribution and their income.At the supporting institutional level,the backwardness of the agricultural governance structure,the distortion of the institutional constraint of the input factor,and the weakness of the institutional protection of the peasants income,all block their income increase;the inefficient institutional structure makes the majority of peasants still wander around the "relative poverty trap".The distribution institution dampens their enthusiasm,and the overflow of the harmfulness directly influences the development of the whole country's economic advancement,the optimization of the industry structure,and the process of urbanization.In order to have the peasants sharing the achievements in an equal way,the distorted institution must be corrected and all obstacles must be cleared out so that they can be integrated into the whole economic development system. |
