| 摘 要： | 我国现行的高等教育评估制度主要是以高等学校本科教学评估为主。但高等学校本科教学评估并不是全面意义上的高等教育质量评估。目前亟待打破以教学评估替代质量评估的藩篱，改革现行的高等教育评估制度，建立以学科和专业评估为核心的高等教育质量评估体系，从而为高等教育质量提供全面保障。

| Abstract: | Nowadays, the undergraduate teaching level evaluation of our country is the main portion of higher education evaluating system. However, the undergraduate teaching level evaluation is not the real higher education quality evaluation. In order to provide higher education quality with full-scale guarantee, we must change this phenomenon that the teaching level evaluation takes the place of higher education quality evaluation, reform the actual higher education evaluation system, establish the higher education quality evaluation system that regards discipline and specialty evaluation as the core of it. |
