| 摘 要： | 日本政府当前正在大力推行以国立大学为龙头的高等教育改革,包括三大举措：（1）国立大学的重组合并;（2）国立大学的法人化;（3）21世纪COE（世界一流水平的教育和研究中心）计划。这些改革将对日本高等教育乃至整个社会产生划时代的深远影响。
