| 摘 要： | 商丘市改革开放十几年,在吸引外资方面取得了很大成就。20世纪90年代中期以来,外商在华投资在投资方式、投资战略、投资指向等方面发生了很大变化,商丘市要适时调整引资对策,通过转变政府职能、创新引资方式、明确引资定位、扩大引资领域、改善引资条件和加大优惠力度等措施,将商丘市的引资提高到一个新水平。

| Abstract: | Shangqiu has achieved great success in attracting foreign capital since the opening to the outside world . But since the middle of the 90s of the 20th century, great changes have taken place in patterns, strategies, and directions of the investment from foreign businessmen . Therefore, adjustment in the countermeasures must be made for attracting foreign capital. By transforming the functions of the government, renovating the patterns of attracting foreign capital, redefining the position and expanding the fields of attracting foreign capital, improving the conditions and giving more favorable treatment to foreign investment, shangqiu will reach a new level in attracting foreign capital. |
