| 摘 要： | 统筹城乡发展是我国跨入工业化、城市化的历史性变革阶段党和政府的重大战略决策,其重心必然要落实在农村人力资源的合理开发和有效利用上。职业教育是统筹城乡发展的关键之一,统筹城乡发展对职业教育提出了新的更高的要求。应遵循统筹城乡发展战略的指导方针,坚持大职业教育观,统筹面向农村的职业教育。要以需求取向为主,本着"离农"和"留农"两个方向,充分发挥城乡职业教育各自优势,合理配置,形成良好的培养培训体系。要进一步改革领导和管理体制,宜以地级市政府作为统筹面向农村职业教育发展的主体,辩证处理好在办学、教学和管理方面的各种关系,切实提高办学效益和培养质量,实现职业教育在新形势下的科学发展。

| Abstract: | The overall planning for urban and rural development is the significant strategic policy of historic transformation for us to realize the industrialization and urbanization,and key point of the strategy will lie in the reasonable development and efficient utilization of the rural human resources. Vocational education is one of the key issues in the overall planning for urban and rural development,and the overall development of urban and rural areas has put forward the new and even higher requirement on vocational education. We should abide by the guidelines of the overall planning for urban and rural development,insist on the view of big vocational education,and integrate vocational education with rural areas. We should give full play to the respective advantages of urban and rural vocational education and form favorable system of cultivation and training,which mainly focuses on the orientation of requirement,in conformity with the two directions of "being away from farming" and "being together with farming". We should also further carry on the reform of leadership and management system,taking the prefectural-level city government as the subject for the overall planning of rural development,dialectically dealing with the relationships of school running,teaching and management,so as to feasibly promote the effectiveness of school running and the quality of cultivation,and realize the scientific development of vocational education in the new situation. |
