| 摘 要： | 发展生产不仅要注意生产各要素之间、生产与环境之间的优化,还要考虑生产与人的生活之间的和谐配合。没有这种和谐就难以推进经济的健康发展。假如提高的收入,被由其带来的污染对健康和生活质量所造成的损失所抵销,那就是不和谐,也很难称之为发展。从国内外经济发展的实际情况来看,违背经济规律和伦理道德要求的污染生产,从而影响人类生命、生活质量的情况还较为严重,必须采取积极而强有力的措施,推进清洁生产,控制环境污染,给人类创造一个安全的生活环境。

| Abstract: | Production development is related to the optimization of production factors and environment and to the harmony of production and human life.Since economic development can not be sustainable with the subsequent pollution which is practically harmful to human health and life,it is essential to adopt proper measures to pursuit healthy production for a safe living environment. |
