| 摘 要： | 通过分析腐败的实质及产生的原因 ,认为腐败是权力非公共运行的表现 ,是制度不完善造成的 ,反腐败关键要靠完善制度 ,靠建立有效的权力监督制约机制 ,提出了建立民主为基础 ,法治为原则的权力监督制约机制的设计思路 ,认为应从加强人民代表大会制度 ,改善党的领导 ,深化政府管理体制改革 ,推进司法体制改革 ,加快干部人事制度改革等几方面进行创新

| Abstract: | By analyzing the properties and sources of corruption, the author holds that corruption is the demonstration of the unpublic running of power and results from deficient social systems. The key to anti-corruption lies in a perfect social system and effective power supervising and controlling system. The author proposes that a system based on democracy and principled by law be established. In addition, the author suggests some other remedies such as to reinforce the People's Congress system, to improve the CCP's leadership, to further the reform of government administration and judicatory system, and to accelerate the reform of personnel management system. |
