| 摘 要： | 国家卫生服务调查和现有的基线调查资料显示,新型农村合作医疗在实施中由于制度供给机制的缺陷而产生了筹资与补偿机制、政府职能定位等难点问题。在遵循医疗卫生服务的公平性与可及性的前提下,建立稳定、长效的筹资与补偿机制是我国新型农村合作医疗的根本问题,同时,政府的职能定位必须与现有的公共财政框架相一致。

| Abstract: | The analysis based on the materials of the National Health Serivce Investigation and the existing Baseline Investigation data has shown that the system's own drawback on supply mechanism causes some key problems such as financing and indemnity mechanism and government's duty in the implementation of the New Rural Cooperative Medical System.Taking the availability and equality of medical health service as the prerequisite in china,a stable financing and indemnity mechanism is the foundation,and the government's duty should be in consistent with the existing public finance framework. |
