| 摘 要： | 任何快速转型与发展的社会,必然是一个风险社会.社会风险包括制度风险本身却是一种社会资源,而风险治理就是分配和安置这些资源.警察权是一种带有强力的政治、法律机制.在政治的视域中,风险社会中警察权的科学发展需要从"理解"、"参与"和"责任"三个方向上实现其"政治的"和"法律的"两重维度上的合法性.
