| 摘 要： | 少数民族文化权利是少数民族人权的重要组成部分,主要包括：宗教信仰自由的权利;使用和发展本民族语言文字的权利;保持或改革民族风俗习惯的权利;保持和发展民族传统文化的权利。目前,我国在保护少数民族文化权利方面已初步建立起一套自上而下的法律制度,并在实践中取得了一定的成就。但还存在着立法不完善、少数民族文化权利自我保护意识淡薄、执法人员素质有待提高,以及少数民族文化与主流文化、外来文化的冲突加剧等问题,对少数民族文化权利的保护任重而道远。

| Abstract: | Minority cultural rights is an important component of minority human rights,which include the right of freedom in religion,the right of using and developing ethnic languages,the right of preserve or reform their own custom,the right of preserve and develop ethnic culture.China has established a systematic legal protection for minority cultural rights,and has achieved fruitful results in practice.Yet there are still some problems related to the legal protection for minority cultural rights needed to solved,such as the imperfectness of the law,lacking of self consciousness of cultural protection among some ethnic groups,the lower quality of the law enforcement personnels,only solved these problems,could we bring legal protection for minority cultural rights to a higher level,and to better safeguard the implementation of cultural rights of minorities. |
