| 摘 要： | 通过对公共财政投入重大科技项目监察需求的分析,提出重大科技项目监察的精确、柔性和有序要求。借鉴柔性管理、精确管理及医学微创介入疗法的理念,提出重大科技项目监察的柔性介入式监察、精确微创式监察、"漫步式"随机监察和"例外式"非常规监察新模式,得出重大科技项目监察新模式及传统刚性监察模式间协调应用关系。

| Abstract: | Based on the demand analysis of the public finance invested major scientific and technological projects supervision,the paper proposes the accurate,flexible and orderly requirements of major scientific and technological projects supervision.Using flexible management,precise management and the medical concept of minimally invasive therapy as the sources of reference,the paper gives the new supervision models of major scientific and technological projects such as the flexible interventional supervision model,minimally invasive accurate supervision model,random walking supervision model and "exceptional" unconventional supervision model.The paper puts forward the relationship of the new supervision models and the traditional application of rigid supervision model’s coordinated application. |
