| 摘 要： | 利益是人类社会前进的动力,同时也是一把双刃剑。当前,面对我国的社会现状,促进利益和谐是政府面对的重要任务之一。然而,政府的自利性也是影响利益和谐的因素之一。要实现利益和谐,地方政府在下一步的行政改革中必须注意克服政府在制度变迁、协调利益关系、提供公共服务等职能中的过度自利倾向。

| Abstract: | Interest is impetus to push the society go ahead,but the pursuit for interest maybe a two-knifepoint sword.The mission of local government are to promote public interest and to adjust the relationship of interest for the harmonious interest relationship.However,local government's self-interest is one of the factor that influences the harmonious relationship of interest. The over-laden tendency of local government's self-interest tendency that exist in the course of government to deal with civil service functions,such as to constitute and implement public policy and to adjust the relationship of interest and to supply public good would be eliminated in future,so that the dream of the harmonious interest relationship can be true. |
