| 摘 要： | 无论在自然成长型，还是在政府主导型资本市场发展过程中，国家都发挥了重要作用。表现为：决定了资本市场发展的路径和方向，决定产权结构，推动资本市场的法制建设，加强市场监管等；但是国家的过度干预造成国家自身制度供给的非有效性，扭曲了竞争规律。因此要使资本市场更好地发展，国家要从资本市场中逐步退出，培育资本市场发展的自律机制。

| Abstract: | The state plays important role in the type of natural growth or in the type of government dominance. Its roles are to decide the rout e and direction of the capital market , to decide the property structure, to str engthen the supervision and management on the capital market etc. However , the excessive interference from the state makes its institution invalid ,the competi tive law out of shape etc. So the state should withdraw from the capital market slowly to fully develop the capital market . We should develop a system in which the capital markets manage themselves. |
