| 摘 要： | 自中美建立贸易关系以来,中美贸易关系就在摩擦和曲折中发展。随着中美贸易的迅速发展,各种矛盾和存在的问题也随之出现,成为中美关系中的突出问题。特别是在当前美国经济衰退和金融危机不断深化,以及国内贸易保护主义抬头的情况下,国会通过的经济刺激计划中有关＂购买美国货＂条款和对中国产油井管与轮胎的诉讼,不仅带有明显的保护主义色彩,而且给摩擦不断的中美贸易关系带来新的负面影响。长期以来,美国对华经贸政策的调整既保持着连续性,也有现实性需要的考虑。
