| 摘 要： | 《中华人民共和国环境影响评价法》(以下简称《环评法》)的颁布和实施被看作是我国环境影响评价制度发展史上的一个新的里程碑。其中。有关公众参与环境影响评价的规定较之原来的法律规定已经有了实质性的进步。但是。该法在公众参与制度的设计上还是存在一些问题。本文试图为完善我国环境影响评价中的公众参与制度抛砖引玉。

| Abstract: | Promulgating and implementing the Environment Impact Assessment Law of the People's Republic of China is regarded as a new landmark in the history of developing environment impact assessment system in our country. The regulations concerned the public participation in the course of environment impact assessment get some substantial improvement, yet defects exist in the system construction correlating with public participation. In this article the author approaches and perfects them. |
