| 摘 要： | 学术期刊遇到的"一稿多投"现象是新的评价机制的产物。作者对稿件发表时间的迫切性、投稿方式的多样化和方便性,导致"一稿多投"现象日益严重。通过查看来稿包含的信息,可以大略判断出作者是否有"一稿多投"的嫌疑。收取审稿费,与作者签订出版合同,虽然可以杜绝一些"一稿多投"现象,但完善对项目结题和研究生毕业的评价机制,编辑部克服一些出版上的困难,改革一些编辑管理上的弊端,从道德上强化编辑和作者的稿件意识,才是从根本上消除"一稿多投"现象的必要途径。

| Abstract: | The phenomenon of "one paper for many journals" is the product of the new evaluation system.The imminence for publication and the diversity and convinence of the means to contribute paper is responsible for the even worsening of the phenomenon.By examing the information contained in the contribution,we can possibly make the initial judgement whether the author is to contribute "one paper for many journals".Though censoring fee or signing contract with the author could avoid some cases of "one paper for many journals",the essential means to eradicate the phenomenon of "one paper for many journals" is to improve the system of evaluating research projects and the standard for postgraduates to graduate,and to reform edition management and increasing the moral awareness of both the editor and author for publication also plays an important role. |
