| 摘 要： | 对我国当前政务公开实施中存在的问题与制度本身的缺陷进行了分析,认为政务公开只是公民政治参与的基本前提,制度本身具有一定的过渡性。在社会主义民主政治建设不断推进的新形势下,目前的政务公开制度已不能完全满足公民参与的要求,要实现公民的积极参与,只有在政府与公众之间建立起有效的互动关系才可能实现有效的公民政治参与,因此,应当在进一步健全、规范和完善政务公开制度的基础上,尽快建立和健全官民互动机制。

| Abstract: | The thesis analyses the problems in the implementation of making public government affairs in China and the deficiencies of the system,holding that making public government affairs is only a basic premise for the citizens involvement in politics,that the present system of making public government affairs hasn't been to fully satisfy the citizens demands to participate in politics under the continuous developing circumstances of socialist democratic political construction,for a system can be really effective and to the time for a temporary period.Citizens' active involvement in politics can only be realized through the establishment of an effective interactive relation between the government and the public.Accordingly,the interactive system between government and citizen should be built up as soon as possible and improved,based on the further improving and standardizing the system of making public government affairs. |
