| 摘 要： | 经济、科技全球化进程加快，德国教育研究实力面临严峻挑战。为了提升德国教育研究机构的竞争力，德国政府对高校和科研机构进行了一系列改革，并实施国际科学评估，推动高校和科研机构改革，促进了德国教育研究事业发展。本文系统介绍了德国科学评估组织体系、科学评估原则及其程序、科学评估主要标准及评估实践经验，研究提出了德国科学评估经验对中国科技评估实践的启示。

| Abstract: | As the process of economy globalization,science and technology globalization is lso speeding up,the German education and research strength is facing severe challenges.In order to enhance the competitiveness of German education and research institutions,the German government conducted a series of reforms at the universities and research institutions and implemented international scientific assessments and thus drove the reforms at these organizations and the development of German education and research.The German organizational system of science assessment,the principles and procedures of science assessment,the main scientific assessment standards,and the practical experience of assessment are dealt with.The enlightenment from the German assessment experience for Chinese scientific and technical assessment practice is put forward. |
