| 摘 要： | 公共部门信息系统的低效、失败普遍存在，并且受到研究者的广泛关注。调查了国内外研究公共部门信息系统低效、失败的文献，评述了文献发展趋势，从项目的宏观管理、组织环境、实施流程、研发技术、参与者、风险管理等6个方面归纳了影响公共部门信息系统低效、失败的原因，并对我国公共部门信息系统研究提出了相关建议。
