| 摘 要： | 教育财政偏好是国家对教育经费投入流向的倾向性与喜好,在价值选择标准上受教育投资收益、教育财政收入来源、政府角色等方面的影响。我国的教育财政偏好经历了短缺性偏好向制度性偏好的演变,追求短期效用最大化,大力支持强势组织的教育发展,教育财政中立程度较差。秉持公益价值优先的教育财政偏好理念,依法纠偏,实施教育财政投资偏好的民主与科学决策,建立教育信息独立和公开披露制度,是教育财政偏好回归理性的必由之路。
