| 摘 要： | 民办教育只有在国家政策的扶持下,不断的创新、改革和规范,才能取得健康、持续发展。提出政府应将义务教育阶段民办中小学中符合"两免一补"条件的学生纳入政策资助范围,设立大中院校学生食堂物价风险预备金并建立长效应急补贴机制,进一步促进和规范独立学院发展,教育部应将陕西省列入全国民办高等教育试点省等建议。

| Abstract: | Only by making innovation,reform and standardization with the support of government policy can China's private education achieve a continuous,healthy development.Therefore,the Government should make the private and public primary and secondary school students share the same policy benefits of "free textbooks and general service to all students and subsidy to the in-residence students for their board and room" during their compulsory education period.The government should also set up a reserve fund and long-time subsidizing mechanism to cope with the price rise risk of the private college students cafeterias so as to better guarantee the development of private higher education.The author also suggests that the Ministry of Education take Shaanxi Province as an experimental province for the nation's private higher education development. |
