基于DEMATEL与F-ANP的突发事件应急管理评估

摘    要:针对突发事件应急管理评估存在评估指标不独立、评估信息模糊与评估结果难量化等问题,提出基于决策实验室法(DETATEL)与模糊网络分析法(F-ANP)的评估方法。建立突发事件应急管理能力评估体系,将各因素划分为影响层面与评估指标,使用DEMATEL方法求得指标间相互影响关系与各层面间网络关系模型。通过ANP算法构建评估指标网络层次结构,求解指标权重,并识别出应急管理关键环节。建立模糊评价矩阵,将定性分析转化为定量评估,并进行综合评估,得到量化评估值,直观显示应急管理能力实际水平。利用该方法对某市进行评估,得出该市突发事件应急管理评估值score=3.063 9,等级为“良”。

Abstract:According to the characteristics of the emergency management assessment, a method based on DETATEL and F-ANP was proposed to deal with independent indexes,fuzzy information, and quantify the assessment result. Firstly, the assessment indexes system for emergency management capability was established. Secondly, the DEMATEL method was used to determine the causal relation and the network relation model among indexes. Thirdly, the network hierarchy structure about evaluation indexes was determined by ANP, the weight of each index was calculated, and the key processes of emergency management were recognized. Lastly, the fuzzy assessment matrix was established, and transformed qualitative analysis into quantitative assessment; then the comprehensive assessment was conducted. The quantitative value was obtained and intuitively showed the actual level of emergency management capability. A certain city was evaluated by this proposed method and the final assessment value score = 3.0639, and the level was "good".
