| 摘 要： | 民族地区农村基层干部肩负着组织领导各族农民群众建设社会主义新农村、建设现代农业的重任。近年来，民族地区各级党组织高度重视农村基层党组织建设，农村基层干部队伍建设取得了明显成效，但也存在着一些不容忽视的问题，如农村基层干部队伍建设的力度不到位，干部工作机制运行不到位，干部队伍建设的舆论宣传导向不到位等。因此，民族地区必须进一步深化执政思想建设，形成干部经常受教育、群众长期得实惠的长效机制；加强执政主体建设，建立健全长效的激励机制；加强用人机制创新，切实选好配强农村基层干部，着力提升整体素质；加强考评与激励机制创新，强化管理措施，稳定农村基层干部队伍；加强领导协调，重视刨新工作与责任机制，切实落实抓农村基层干部队伍建设的责任制。

| Abstract: | The grass-roots staff in village in region in Chinese race carries the buildup leads modern agricultural heavy responsibility in new village,developments in socialism in developments in crowd in farmer in each race.In recent years,race region a problem for organizing high degree valuing grass-roots a buildup developments in village,grass-roots staff in village troops developments obtaining obvious result,but too exsitting some allowing of no neglecting,main influence factor is dint a public opinion for doing not arrive first,staff work mechanism circulating not arriving,staff's troops developments publicity that grass-roots staff in village troops developments can not leads to.Therefore,the race region must be further deep turning ruling thought developments,become the staff to usually teach to teach,the crowd is long-term the long effect mechanism of the real benefit;Enhance ruling corpus developments,establish the sound long effect encourage the mechanism;Enhance to use person's mechanism creative,slice the solid choosing go together with the grass-roots staff in strong village so much,putting forth effort to promote the character of the whole;Enhance to investigate,evaluation with encourage the mechanism creative,enhance to manage the measure,stabilize the grass-roots staff's troops in village;Enhance to lead coordination,value the creative work and duty mechanism,slice the solid practicing the duty system that grasp the grass-roots staff in village troops developments. |
